set.py current doesn't delete existing data
So setting the schemes [a : a, b : b] and then [b: b1, c: c] will result in [a, b1, c], rather than [b1, c] It does the same for messages
However for users, it does do a complete set.
This behaviour should be made consistent to always do a complete set.
