Implement @adguard/diff-builder tool

It was initially discussed here: AdguardTeam/FiltersCompiler#192

And then it was revamped into a full-scale proposal: https://github.com/ameshkov/diffupdates

The initial diff-builder command-line interface might need to be changed since the spec is different.
We don't need to support batch updates in the diff-builder, just simple one list patches.
