Possibly implement UIA structure change event

A UIA provider can raise a structure change event when nodes are added or removed from the tree. However, it's not clear whether we actually need to implement this type of event. I know, for example, that the NVDA screen reader ignores these events. We need to find out if any AT actually depends on these events, and if so, implement them.
