[JOSS Review] Include Docker container to help users reproduce results

Related to ARC-OPT/wbc#115, because my personal machine only has Ubuntu 24.04, I could at least test wbc using the provided Docker container.

I would highly recommend also providing a ROS 2 based container for the ROS 2 portion of the tutorials.

Docker file has been added to the wbc_ros package, both for Ubuntu24.04 (Jazzy) and Ubuntu22.04 (humble)
