Adopt the just-published 2.2.29, which adds Delta / SetDelta<T> (set-difference
for incremental snapshot diffing). Bumps the central $(ANcpLuaRoslynUtilitiesVersion)
(CPM, drives all ANcpLua.Roslyn.Utilities* PackageReferences) and aligns the two
global.json msbuild-sdks pins (were 2.2.28) to the same version.

Verified: qyl.instrumentation.generators builds against 2.2.29 (Sources package,
incl. new Delta.cs, compiles inline) — Build succeeded.

Subject: [PATCH 2/2] ci(qyl): run on GitHub-hosted ubuntu-latest instead of
 self-hosted qyl-linux

The qyl-linux self-hosted runner is offline, leaving all CI jobs queued
indefinitely and blocking auto-merge. Switch the three jobs to hosted
ubuntu-latest (fresh monthly minutes; restore re-downloads NuGet, Docker
is preinstalled) so CI actually runs.
