https://github.com/mozilla/sccache seems good to apply. I didn't understand sccache fully but looks good

[Update]
Applied sccache seems not reducing the cargo build or cargo check time dramatically. Maybe more study and research is needed to check whether we use sccache correctly or not.

It does reduce time, but yes it is not a lot.
I am surprised by rust-cache, it has no effect at all...
