#10 #11 が終わってからかな
キャッシュがあってかつある程度新しければそれを使って、なければ取ってくる関数を呼び出す。

キャッシュが1日前くらいなら、更新入らなさそうなので、使いまわして良さそう。

データの読み出しと保存
キャッシュが古かったら削除する
